Congressman Jerry Moran MORAN BRINGS PRESIDENT'S
HEALTH CARE ADMINISTRATOR TO KANSAS WASHINGTON, D.C. -- Congressman Jerry Moran has announced that the Administrator of the Centers for Medicare and Medicaid Services, Mark McClellan, M.D., will visit Kansas on Friday, November 5, 2004. The visit will allow McClellan to meet with Kansas health officials and see first-hand the issues facing health care in the state. "This is a great opportunity for Kansans to have one of the top health care officials in the country visit our state to see the challenges and difficulties health care providers face in serving small communities," Moran said. "As health care providers work to implement the Medical Modernization Act, it is important that health officials in Washington, D.C., have an appreciation for the way it affects our hospitals, doctors, nursing homes, ambulance operators, pharmacists and home health agencies. The only way to accurately convey the challenges facing our hospitals is to bring officials to Kansas to see things for themselves." During the visit, Moran and McClellan will hold a roundtable discussion in Pratt with health care leaders from across the state. Participants will include hospital administrators, nursing home directors, doctors, nurses, home health care providers, ambulance operators, disability organizations and representatives from other health care related fields. In addition, Moran and McClellan will tour the Pratt Regional Health Center in Pratt and the Kiowa County Hospital in Greensburg. Spearheads Bipartisan Effort for Assistance "Many farmers and ranchers from across Kansas have been hit extremely hard this year," Moran said. "Regardless of the weather conditions, be it drought, flooding or hurricanes, producers have sustained severe economic losses from this year's disasters and need help. Disaster legislation is needed to address the hardships that agricultural producers in Kansas have faced." Moran, along with Rep. Earl Pomeroy (D-ND) and Rep. Tom Osborne (R-NE), spearheaded a bipartisan effort to urge House Appropriations Chairman Bill Young (R-FL) and Ranking Member David Obey (D-WI) to include disaster assistance to farmers and ranchers as part of future legislation to assist Florida hurricane victims. In speaking to the annual Kansas Farm Bureau Leadership Breakfast on Saturday morning, at the Kansas State Fair in Hutchinson, Moran said, "despite efforts to improve the federal crop insurance program, crop insurance will not cover fully the losses experienced by farmers and ranchers across the nation." Precise numbers on the losses that agriculture producers in Kansas have faced are still being compiled, but estimates place the damage well into the millions of dollars. This ceremony will mark the first time that Weyand has received his awards. The medals to be presented are the Presidential Unit Citation, Good Conduct Medal, American Defense Service Medal, American Campaign Medal, European-African-Middle Eastern Campaign Medal with three bronze service stars, World War II Victory Medal, World War II Honorable Service Lapel Button, and Sharpshooter Badge with Carbine bar. "I am pleased that I am able to present Mr. Weyand with the medals that he bravely earned and deserves," Moran said. "Men and women like him are called the Greatest Generation for a reason, and Clarence Weyand exemplifies what it means to be a part of that heroic group." During World War II, Weyand fought in the Battle of the Bulge as a tank gunner. During the battle, Weyand's tank became disabled, and he and his crewmates became separated from their unit. The soldiers were then taken in by a local farmer and were housed and fed until they could be smuggled back to their unit several days later. In order to avoid German forces, the soldiers were forced to hide in haystacks during the day and travel only at night. Upon returning, they discovered that the Army had already listed them as 'missing in action.' The awards ceremony will take place on Thursday, September 16, from 10:00 a.m. to 10:30 a.m. at the Shiloh Manor of Canton in Canton. Moran will be joined by members of the American Legion and American Legion Riders of Canton and by members of the Weyand family. When Weyand returned home from World War II, he married Mildred Ruth Vogts in 1953. Mildred and Clarence have two sons, Allen Royce and Terry Lee Weyand. In May of 1980, Weyand retired from Canton Unified School District No. 419 where he served as their custodian. The grant will be used to complete phase five of the project, advancing the goals of the Playa Lakes Joint Venture. Under the first four phases of the Wetlands Project, partners acquired 4,300 acres of the valley's original wetlands and restored 1,415 acres. In this, the final phase of the project, the grant will facilitate the purchase of a final 300 acres and provide for the restoration of an additional 375 acres of acquisitions into between eight and thirteen marsh units that will have water-management capabilities. "This grant is good news for the McPherson area," Moran said. "Once the wetlands project is complete, the benefits to the area from tourism, hunting and research opportunities will be substantial." Historically, McPherson Valley contained 52 shallow marshes that were 10 to 500 acres in size and provided more than 9,000 surface-acres of water. Today, the wetlands project will provide migration and wintering habitat for numerous central flyway waterfowl species such as the northern pintail, mallard, redhead and canvasback. An additional 44 non-waterfowl species will benefit from the project. "Conserving our natural lands is important for today and for future generations," Moran said. "The McPherson Valley Wetlands Project is an example of how a city can come together to advance environmental conservation while also advancing the needs of a community."
